Murray Drabkin (1928-) was a commercial bankruptcy lawyer at Hopkins and Sutter in Washington, D.C. from 1992 to 2001. He was a member of the National Bankruptcy Conference, an association consisting of bankruptcy scholars and practitioners that provided continuing education courses on bankruptcy law and lobbied Congress for bankruptcy reform. In 1969, Drabkin was appointed as counsel to the National Conference of Bankruptcy Judges (NCBJ). Together with Joe Lee, a bankruptcy judge and member of the NCBJ, Drabkin co-authored the "Judges' bill," which articulated to Congress the position of the NCBJ on proposed bankruptcy reform in 1973. Together with the "Commission bill," drafted by a federal commission to study bankruptcy laws, the Judges' bill was the basis for the Bankruptcy Reform Act of 1978. The Judges bill became H.R. 32 and S. 236, while the Commission bill became H.R. 31 and S. 235.

He also participated in the drafting of new bankruptcy code which Congress adopted in 1979. In 1987 Nachman, Munitz & Sweig merged with Winston & Strawn, the oldest law firm in Chicago. Then in 1994, at 85 years old, Nachman changed firms to join McDermott, Will & Emory as a counsel.

Nachman served various organizations and appointments throughout his career. Appointed by Chief Justice Earl Warren in 1960, Nachman served as a member of the Advisory Committee on Bankruptcy Rules of the Judicial Conference of the United States. In 1963 and 1964, he served as President of the Chicago Bar Association. In May 1988, he was appointed to the Advisory Committee on Bankruptcy Rules.

As chair of the American College of Bankruptcy's Archives Committee, Scott was instrumental in creating and developing the National Bankruptcy Archives at the University of Pennsylvania Law School.

Biography/History

31 and S. 235.

Biography/History

Norman H. Nachman was born in 1909. In 1932 in the midst of the Great Depression, he graduated from the University of Chicago law school and married Anne Lev. After serving 2½ years in the Navy during World War II in the Philippines and South Pacific, he returned to Chicago to continue practicing bankruptcy law. In 1950, he and two associates founded the firm Nachman, Munitz & Sweig. As his career progressed, he worked on various high-profile bankruptcy cases including Tucker Motors, AM International, Wisconsin Steel, and others in the Chicago area.

With 60 years of experience practicing bankruptcy law in Chicago, Nachman's well-respected reputation earned him the title “Dean of U.S. Bankruptcy Lawyers” from his colleagues. He died in 2001.

Scott was appointed Bankruptcy Judge to the Eastern District of the United States Federal Court in 1987, where she remained until her retirement in 2002. From 1996 to 2002, she served as a member of the Bankruptcy Appellate Panel of the Eighth Circuit Court of Appeals.

Scott is a member of the National Conference of Bankruptcy Judges, where she has served in a number of leadership roles, including President, member of the Board of Directors, and Chair of the Endowment for Education. She has served on the Board of Directors of the American College of Bankruptcy since 2002. Scott has planned and taught at various workshops and seminars for the Federal Judicial Center, an organization that provides continuing education to the federal judiciary, including bankruptcy judges.

As chair of the American College of Bankruptcy's Archives Committee, Scott was instrumental in creating and developing the National Bankruptcy Archives at the University of Pennsylvania Law School.

Biography/History

31 and S.

With 60 years of experience practicing bankruptcy law in Chicago, Nachman's well-respected reputation earned him the title “Dean of U.S. Bankruptcy Lawyers” from his colleagues. He died in 2001.

In 1998, Newsome moved to the Northern District of California's bankruptcy court, where he became Chief Judge in 2004.

31 and S.
