Clair Wilcox (1898-1970) was American economist on the faculty of Swarthmore College who served as a negotiator for the Havana
Charter for the International Trade Organization (ITO) and chaired the International Trade Conference, which resulted in the
General Agreement on Tariffs and Trade. The collection includes reports of the United States Department of State on trade
and commercial policy, press releases, memoranda to President Truman, and reports on the International Trade Organization
and the United Nations Conference on Trade and Employment.
